01The challenge

The challenge

L'Energètica is the Generalitat's public company that produces and supplies energy from renewable sources. For a public company, the website is not just a shop window: it has to publish transparency information, selection processes and calls for applications, the buyer profile, and an ethics channel, and do so in Catalan, Spanish, English, and French. Different teams manage each type of content (communication, transparency, human resources, compliance), and the data on its renewable installations lives in its own systems.

The solution

We developed a custom website in Laravel, with its own management panel where each team logs in with its role and sees only its own area: communication publishes news, transparency maintains its blocks of public information, and compliance manages the ethics channel. The transparency portal follows the structure that Law 19/2014 requires. For public recruitment, the website publishes temporary job offers and calls for competitive examinations, collects applications with their supporting documents, and the team downloads them all at once in a ZIP. Submissions to the ethics channel come in through the public website and stay in the panel with their history of actions. The team writes in Catalan, and an AI process translates each piece of content into Spanish, English, and French while keeping the HTML and the links intact. Finally, a scheduled task imports the installation and generation data that L'Energètica leaves as JSON, and the website sends back the updated status so it can sync its copy.

03Architecture

How a request flows

  1. A member of L'Energètica's team logs into the panel with their role and publishes a news item, a job offer, or a transparency block in Catalan

  2. A scheduled process detects the new content and translates it into Spanish, English, and French with GPT-4o-mini, without touching the HTML or the links

  3. The public website serves each page in the language the visitor chooses

  4. Anyone applying for a job offer attaches their documents and the team downloads them in a ZIP; a submission to the ethics channel is recorded with its history

  5. A scheduled task imports the installation and generation data that L'Energètica leaves as JSON and generates the return JSON with the updated status

What is AI and what is deterministic

AI components

The AI only translates: it takes the text the team writes in Catalan and generates the Spanish, English, and French versions of news, job offers, calls, and transparency content.

Deterministic components

Everything else is conventional code: the panel's roles and permissions, applications and their documents, the ethics channel, the import and export of installation data, and the publishing of each page.

What the system does not do

  • The translation keeps the HTML, attributes, and links exactly as they are: only the text changes
  • The Catalan original is never modified
  • Each translation comes back as JSON with the same structure as the input before it is saved

Methodology: Data from the contract (awarded in December 2023, extended in 2025) and from the website's code. We developed the website between 2024 and 2025; since 2026 another provider hosts it, and it remains online with our code. We do not publish traffic or usage data.
